 Residence contract

 

1. General provisions

1.1. Students’ hostel is an organization department of the Ryazan State Medical University and is guided by the housing legislation of the Russian Federation, by the educational legislation, by the students’ hostel regulations of the Ryazan State Medical University, by the Statutes and the other normative documents of the Ryazan State Medical University.

1.2. Foreign students admitted to the university are provided by a place in the students’ hostel according to the contract on rendering educational service.

Internal order rules of the students’ hostel of the Ryazan state medical university

1. General provisions

Internal order rules of the students’ hostel of the Ryazan State Medical University are elaborated under the actual legislation of the Russian Federation.

Internal order rules of the students’ hostel of the Ryazan State Medical University are a standard act realization of which is compulsory for all residents of the students’ hostel.

At the moment of settlement in the students’ hostel the resident is signing the lease contract. Lease contracts are drawn up in duplicate, one copy for the resident, second for the accountancy of the Ryazan State Medical University.

2. Order of entering to the hostel

2.1. Entering to the hostel:

- persons, residing in the hostel present the student card;

- persons, not working and not studying in the University present an identity card to the janitor. The janitor marks the invited in the special book.

2.2. The inviting person is responsible for the invited persons’ well-timed leaving and compliance with the present Rules.

2.3. Strangers can be in the hostel from 15.00 to 23.00. Residents must return to the hostel by 23.00.

2.4. Residents’ relatives can be in the hostel during the time defined by the hostel administration. Staying at the night time in the hostel must be discussed and authorized by the Ryazan State Medical University administration.

2.5. Persons evicted from the hostel are not allowed to enter the hostel.

3. Rights of the residents of the Ryazan State Medical University

Residents of the hostel have rights to:

• reside in the assigned room during the whole period of study in condition of realization of the present Rules and the lease contract;
• use premises for self-study and premises for cultural and domestic activities;
• address to the hostel administration with queries concerning well-timed renovation, replacement of the equipment and the stock, failed not on their fault;
• participate in forming students’ organization of the hostel and be elected to it;
• participate through the students’ organization in resolving questions of improving domestic conditions, organization of educational work and activities;
• use consumer equipment following rules of the safety measures and fire safety.

4. Duties of the residents of the hostel

4.1 . Residents of the hostel must:

• fulfill the conditions of the lease contract concluded with the Ryazan State Medical University administration;
• within a given period submit documents for a registration; 
• receive guests within a scheduled time;
• pay for a living space  in time;
• while using premises for self-study and premises for cultural and domestic activities keep silent  ant not obstruct  other residents to use these premises;
• observe these rules preventive fire-fighting regulations;
• follow the manuals of consumer equipments;
• treat cautiously consumer equipments;
• save energy, gas, water;
• keep rooms and public place clean; clean rooms every day and clean the kitchen according to the time-table;
• compensate the material damage caused in accordance with applicable law and the lease contract;
• on demand of the hostel administration present an identity document that provides the right to stay in the hostel;
• allow inspection of the living room by the hostel administration to monitor compliance with these Regulations, checking safety of property, prevention, and other types of work.

4.2. Residents staying in the Ryazan State Medical University hostel are not allowed to:

• change rooms without permission;
• voluntarily transfer stock from one room to another;
• make alteration and repair of electrical wiring without permission;
• perform indoor work or perform other actions that create increased noise and vibration that violate normal living conditions in other accommodation. From 22.00 to 07.00 use televisions, radios, tape recorders and other Hands-free device is allowed only if the reduction of hearing to the extent not violate the rest of the living;
• stick to the walls of living room and in public places sites, advertisements, schedules etc., except for specially designated for this purpose places;
• smoke in the hostel;
• take inside the hostel unauthorized persons without permission and let them stay at night; provide living space for accommodation to other persons, including those living in other hostels;
• be drunk in the hostel, drink and keep alcoholic drinks, beer and drinks including it;
• sell alcoholic drinks and narcotics;
• install, change without permission extra locks to the door of the room where they;
• use an open fire in the hostel;
• keep in the room cumbrous stuff hindering others use living space.

5. Public administration of the Ryazan State Medical University hostel

The hostel residents are elected as governing body – the student council of the hostel (hereinafter – the Student council), representing their interests. The student council coordinates the activities of chiefs of rooms, units, floors, organize the work of self-sufficiency hostel attracts voluntarily living in community service in hostels and adjacent territory, helping the hostel administration in monitoring the preservation of wealth allocated to the residents, arrange conducting mass cultural work.

The Student council of the hostel is guided by the present Regulations, by the Statutes of the University and by the regulations of the Ryazan State Medical University.

In each room, block, on the floor a monitor elected. The monitor checks if residents keep rooms, blocks and floors clean and tidy.

The monitor is guided by the hostel internal regulations of the Ryazan State Medical University, by the decisions of the Student council and the hostel administration.

6. Responsibility for violation of the present rules

For violation of these Regulations to residents on the proposal of the hostel administration can be applied measures of social and disciplinary action in accordance with the laws of the Russian Federation, the Statues of the Ryazan State Medical University, and the internal regulations of the student hostel.

6.1. In case of a  violation of these Regulations the following punishment can be applied to the resident:

• reprimand;
• rebuke;
• eviction from the hostel;
• expulsion from the university. 

6.2. The resident can be evicted from the hostel in the following cases:

• misusing of the living space;
• damaging  of the living space by the resident or by a person for whom the resident is responsible for;
• refusing from a registration;
• systematic violation of rights and legal interests of neighbors, that makes impossible cohabitation in one living space ;
• non-payment for a living space during some months;
• absence of a resident in a hostel within two months and more without a notifying in a written form;
• appearance in a hostel in a state of a drug or an  alcohol intoxication;
• storing or  spreading of narcotic substances;
• storing in a hostel explosive, dangerous chemicals or firearms;
• expulsion from the university;
• other cases provided in Russian legislation  .

6.3. Application of a disciplinary penalty is drawn by RyazSMU Chancellor order.

7. Order of eviction from the RyazSMU hostel

Eviction from the RyazSMU hostel  is carried out according to the Chancellor order  in the following cases:

• graduation from the university;
• leaving/expulsion from the university;
• systematic violation of these Rules;
• personal application.
