Registration of foreign citizens

According to the legislation of the Russian Federation and according to the contract of education, a foreign student is obliged to respect the Constitution of the Russian Federation, the Russian legislation and rules established for foreign citizens, University and hostel regulations.

On arrival to the Russian Federation a foreign student must be registered within three days. 

To get registered a foreign student must apply to the visa department and submit the following documents: 

1. Passport;
2. Visa;
3. 4 photos: black-and-white, matt, in 3.5х4.5 size (in block);
4. Migration card;
5. Receipts from the bank (1000 rubles for multiply visa; 200 rubles for registration);
6. Application for multiply visa signed by the dean.

A student will be given a registration form that proves his/her legal residence in the Russian Federation. This registration is valid for one academic year.

If a foreign student doesn’t do this procedure at the proper time (within three days), a report will be drawn up. According to this report the student must pay fines to the extent of 2000-5000 rubles.

In case of nonobservance of the regulation, the University has a right to appeal to Internal affairs bodies with the petition for a student compulsory deportation from the Russian Federation. 

3-4 days before leaving the Russian Federation (on vacation or during semester) students are obliged to submit the registration coupon to the visa department of the University (to be struck off the register in the Federal Migration Service)  and make a copy of the coupon for themselves (the copy must be stamped in the visa department of the university). Without striking off the register foreigners can not be registered for the next time after arrival. For violation of this law students or the University can be fined (40 000 -50 000 rubles). 

During 3 days after arrival at the University every foreign student must be registered again. 

To be registered after passport prolongation or after getting a new passport foreign students must submit (14 days before the passport expiration) to the visa department of the University the following documents:

• Passport with a stamp of prolongation or a new passport
• Migration card
• Registration coupon
• Visa
• 4 photos
• Receipt from the bank for  a multiple visa (1 000 rubles)
• Receipt from the bank for a  registration  (200 rubles)
• Application for making a multiple visa signed by the dean of the faculty.

Information for students who are getting expelled from the university

An expelled student must:

1. Leave the Russian Federation in a two-week time after the date of expulsion.
2. Have an open date ticket or enough money to buy it.

To get an exit visa a foreign student must apply to the visa department. 

The necessary documents for it are the following:

1. Passport;
2. Registration form;
3. 4 photos: black-and-white, matt, in 3.5х4.5 size (in block);
4. Migration card;
5. Application for visa signed by the dean;
6. Copy of the ticket. The ticket must be on the date not earlier than 5 days after submission of the above-mentioned documents.
7. All the questions concerning the date of departure must be adjusted with the visa department.
8. It is necessary to take “clearance chit” in the International department and completely fill it in before getting an exit visa. 

If a foreign student doesn’t leave at the proper time, a report on departure evasion will be drawn up. According to this report the student must pay fines to the extent of 2000-5000 roubles.

In case of nonobservance of the regulation, the University has a right to appeal to Internal affairs bodies with the petition for a student compulsory deportation from the Russian Federation.
